Planning Support System Specialist

Positions: 1

Based in: Lahore (Hybrid work environment)

Salary range: 150,000 PKR (or higher based on skills and experience)

Project background:

This position is part of the Digital Twin Development Project for RUDA. This exciting opportunity is unique as it allows to be part of the team working on building the first city-scale digital twin in Pakistan.

Requirements:

• Master’s or advanced degree GIS/ Urban Planning
• Five (05) years of experience with GIS applications in urban domains
• Skills in any planning support system tools such as Online What if?, Community Viz, Envision Tomorrow, Urban Footprint, Modelar, ArcGIS Urban, City Engine, Traffic modelling tools

TORs:

• Provide input in the inception report on the work methodology
• Participate in kickoff meeting with the client and subsequent progress meetings (in person and online as required)
• Prepare a software requirements document listing features of the PSS and get agreement with the client.
  
• PSS tools may address planning questions related to site suitability, landuse allocation, and development impact
• List data requirements for OWI  or ET as per agreement with the client
• Advise on tool selection and lead/ finalise discussion on PSS tools with client. Prepare comparison between proprietary vs open source tools
• Prepare a software requirements document listing features of the WebGIS and get agreement with the client
• Prepare a sample data template / geodatabase or file structure to receive data from project stakeholders
• Work with the GIS analyst to see if the data provided by the client suffice the needs, assess what additional data is needed and guide the GIS analyst on data integration
• Get the schematic planning data from project stakeholder and use that for the PSS. Coordinate with the Senior Planner for any gaps in schematic planning layers. Advise Urban Planner to create complementary data layers for the city scale that can feed in to the PSS
• Develop OWI and/or ET based setup for use by the client.
• Prepare the operational Manual of PSS and provide its training to the client staff. 
• Work closely with 3d WebGIS specialist to represent data layers in the 3d WebGIS

GIS Analyst

Positions: 1

Requirements:

• Master’s or advanced degree GIS
• Hands on skills on tools such as Google Earth, Google Earth Engine, ArcGIS, QGIS, ArcGIS Urban, ArcGIS City Engine, Google Sketchup
• Three (03) years of experience with GIS applications in urban domains

TORs:

• Assist WebGIS developer and PSS specialist in preparing spatial data
• Receive schematic planning data and convert to the necessary GIS format required for WebGIS and PSS
• Maintain an inventory and versioning of spatial data on different themes
• Perform necessary data transformations, format conversions and projections management needed to integrate the multi-source, multi-resolution and multi-date geospatial datasetsDevelop any missing data needed for the assignment
• Manage and create spatial data layers and geodatabase related to urban planning administrative boundaries, physical features, urban planning layers, and raster layers.
• Perform any other related task as advised by the Project Team Lead

Urban Planner

Positions: 1

• Master’s or advanced degree is in Urban Planning strongly preferred.
• Bachelor’s degree in city and regional planning,
• Five (05) years of experience around urban spatial plans, planning surveys, report writing on urban domains
• PCATP certification is required. IPP membership is added advantage.
• Hands on skills on tools such as Google Earth, ArcGIS, QGIS, ArcGIS Urban, ArcGIS City Engine, Google Sketchup, AutoCAD
• Physical planning experience
• Experience working for a development authority or government department with exposure to housing scheme design
• Ability to work on conceptual planning to detailed planning
• Creative thinking, problem-solving and analytical skills to come up with imaginative solutions.
• Flexibility, initiative and innovation to respond to changes and come up with regeneration solutions.
• The ability to both work as part of a team and manage an individual caseload.
• Excellent writing, research, analytical and communication skills.
• Team management skills.

Urban Planner
(Location: Remote, frequent travel to Vehari, Muzaffargarh, and DG Khan)

Positions: 1

Salary range: 80,000 to 100,000 PKR

Requirements:

• Master’s or advanced degree is in Urban Planning strongly preferred.
• Bachelor’s degree in city and regional planning,
• Five (05) years of experience around urban spatial plans, planning surveys, report writing on urban domains
• PCATP certification is required. IPP membership is added advantage.
• Experience with research writing, presentations and related communication with local government officials and staff; and presentations to various community organizations and / or decision making bodies.
• Experience working for a development authority or government department with exposure to urban master planning preferred.
• Creative thinking, problem-solving and analytical skills to come up with imaginative solutions.
• Flexibility, initiative and innovation to respond to changes and come up with regeneration solutions.
• The ability to both work as part of a team and manage an individual caseload.
• Excellent writing, research, analytical and communication skills.
• Having experience in GIS systems, PSS and digital planning tools
• Team management skills.

Junior Urban Planner

(Location: Remote with frequent travel to Vehari, Muzaffargarh and DG Khan)

Positions: 3

Salary range: 50,000 – 60,000 PKR

Requirements:

• Bachelor’s degree in City & Regional Planning / urban planning
• Master’s or advanced degree is strongly preferred.
• Upto 3 years of experience in urban planning, master planning studies, field surveys, mobile based data collection.
• Experience of housing and landuse surveys
• PCATP membership (if applicable)
• Having experience in GIS, image reading
• Self-motivation.
• Well familiar with the city for which application is being submitted.

GIS Assistant

Location: Remote, with some travel to field areas

Positions: 1

Salary range: 50,000 – 60,000 PKR

Requirements:

• Bachelor’s degree in GIS / Geo Informatics or related area of study.
  • Strong command on ArcGIS and QGIS.
  • Familiar with Layout Plans.
  • Being able to Digitize Maps, Geo-referencing and data entry.
  • Basic Knowledge of GIS Web development and Programming.
  • Knowledge of Geospatial open source technologies, i.e Geosever, Postgresql etc
  • Basic Command on DBMS i.e Manage, query Geospatial Data from DBMS.
• • Well familiar with the city for which application is being submitted. Familiarity with public and private housing schemes in respective cities is added advantage
